A new system for real estate investment in Syria: What is changing and why is it important?

On September 16, 2026, the Syrian Investment Authority issued a new regulatory framework for investment in the real estate and construction sector. This framework defines how development companies operate, how projects are financed, how apartments are sold off-plan, and what incentives the investor gets. The Authority introduced the system as a step to facilitate procedures and shorten the path between licensing and the start of implementation. In this article, we explain to you what the system includes, why it is an important decision for Syria at this stage, and what it means to you as a buyer or investor.
What does the new system include?
According to what the Authority announced, the new framework is based on several main axes:
- Flexibility in company form: An investor can work through a joint stock company, a limited liability company, a one-person company, or a special purpose vehicle (SPV) established for one specific project.
- Opening the door to specialized foreign companies: They have the right to work in Syria through licensed branches, provided that their experience is not less than five years in their country of origin, and in accordance with the requirements of the Authority.
- Simpler and faster procedures: The investor is not required to resubmit a previously approved document or study, unless it has expired or has undergone a fundamental change. The system also provides simplified and accelerated procedural paths.
- Protection of project funds and buyers: An independent financial account and a special escrow account are opened for each project, so that the funds of one project are not mixed with another. Implementation and sale on the plan are subject to periodic monitoring and reports.
- Regulated Marketing: Announcing, promoting, and selling projects on the plan is done in accordance with the Authority’s approval and approved principles.
- Customs and tax incentives: The machinery, equipment and devices necessary to implement the project are exempt from customs and financial duties in accordance with the provisions of the system.
- Exemption from stamp duty: Contracts and documents for projects established on the property of public entities are exempt from stamp duty.
Why is this decision important for Syria?
1. Reconstruction needs a clear framework before anything else
Syria's need for housing and urban infrastructure is very great, but capital only moves when the rules are clear. The existence of a written system that specifies the form of the company, guarantees, oversight, and incentives gives the developer and financier a basis on which to build their calculations, instead of relying on diligence and exceptions.
2. Restoring confidence by selling off the chart
The biggest fear for a buyer in Syria is to pay for an apartment in a project that has not yet been built, and then the project is delayed or his money goes elsewhere. An independent escrow account for each project with periodic reports on completion percentages addresses this problem at its root: your money remains tied to the project you bought into. This is the basis on which successful off-plan sales markets in the region are based.
3. Attracting expertise and funding from abroad
Allowing experienced foreign companies to operate through licensed branches means bringing in expertise in design, implementation, and management of large projects. Special purpose companies (SPV) are a globally known tool for financing real estate projects, because they separate the risks of each project from others, and this is what reassures Arab and foreign investors and banks.
4. Lower cost and greater speed in implementation
Exempting construction equipment from customs and financial duties reduces the cost of the project, and not repeatedly requesting approved documents saves months of transactions. Time and cost are what ultimately determine the price of the apartment for the buyer. The lower they are, the more affordable new housing becomes for a wider segment.
5. A more disciplined and less chaotic market
Linking advertising, promotion and sales on the plan to the Authority’s approval limits fake advertisements and unlicensed projects. The first beneficiary was the buyer, then the serious companies that were competing with projects without guarantees.
6. Job opportunities and broad economic movement
The construction sector drives dozens of professions and industries: from cement and iron to carpentry, electricity, and transportation. Any organized growth in this sector is directly reflected in job opportunities and the return of movement to cities and regions.
What does this mean for you as a buyer?
If you are thinking about buying an off-plan apartment in Syria, always ask about the following points before you pay:
- Is the project licensed and approved by the competent authority?
- Is there an escrow account for the project? Are the installments paid directly to him?
- Is the advertisement you are reading approved, and do the specifications written in the contract match what is advertised?
- What is the implementation timetable, and how will you know the completion rate as soon as possible?
- What are the terms of the contract in the event of delay, what is the penal condition, and when and how is the registration completed in the real estate registry?
These questions differentiate between an organized project and a project that may turn into a problem. For more practical steps, read: How to check the taboo in Syria.
And for Syrians abroad and investors
Many Syrians in Türkiye, Europe, and the Gulf want to invest in their country, but what was stopping them was the absence of guarantees and the difficulty of following up from afar. Periodic monitoring, a separate escrow account, and reports on the progress of implementation make purchasing or investing from abroad clearer and safer. Anyone who owns real estate in Syria and wants to sell or develop it can benefit from this new climate. Read also: Buying a property in Syria while abroad.
What are we waiting for next?
The value of any system appears when applied. We will follow the executive instructions issued by the authority, the first projects proposed according to the new rules, and how escrow accounts work in reality. But the most important indicator is clear from now: Syria is moving towards a regulated real estate market that protects the buyer and encourages the investor, and this is what the sector needs to start again.
